Repository services for non-affiliated researchers

The British Library and the National Library of Australia are each involved in national Institutional Repository initiatives. These are Sherpa and Arrow, respectively. In each case, their role includes, among other things, providing a home for materials from independent researchers, those who will not have an institutional home for their work. Check out:

Given its different constitutional position, I wonder does the Library of Congress see itself developing this role in the US.

The "homeless researcher" issue is larger than this, though this is certainly an important part of it.

I don't at the moment know what universities with IRs are doing for their adjunct and part-time instructional faculty (who tend to be ignored by their departments). I plan to make outreach to this population a priority, but who else does?
